JOB SUMMARY
The Fleet Services Specialist is responsible for the coordination and scheduling of maintenance for the City's Fleet Services Division overall fleet operations. Administers the Division's fleet asset management system and related databases; prepares, updates, and maintains fleet maintenance records and documentation. Maintains the Department of Transportation (DOT) vehicle files and assists with all vehicle licensing and permitting. Responsible for providing administrative support to Fleet Management and other Fleet personnel.
ESSENTIAL FUNCTIONS AND DECISION MAKING
ESSENTIAL FUNCTIONS
Oversees and coordinates daily shop maintenance operations and scheduling (Fleet Service Writer): Responsible for new work orders and provides customer service to City departments; receives, and processes fleet maintenance requests; provides updates on the status of repairs; addresses and resolves fleet-related complaints.
Reviews new work orders with the Shop Lead Techs and assist in project planning.
Reviews mechanical diagnosis received from Lead Techs and determines appropriate course of action. Reports to the Fleet Manager for resolution.
Inspects and ensures quality of repairs performed prior to release of equipment/vehicles to City departments.
Establishes and implements a preventative maintenance schedule for City-owned and leased vehicles and equipment; tracks and monitors related maintenance work.
Assists in orders for specialty and high-end parts for vehicles and equipment.
Assist Inventory Control in P-card reconciliation and payment processing to vendors.
Process State inspections, weekly batch reports and travels to Hays county DMV for new plates and payment.
Performs quarterly and yearly inventory counts, works with Inventory Control to assure warehouse is stocked and is a clean and safe work environment.
Maintains the Division's computerized fleet management system (Tyler Munis), Excel, and various preventative maintenance databases; reviews and updates vehicle and equipment maintenance records; prepares daily operational fleet status updates. Updates Fleet fuel management system.Oversees and coordinates the Division's safety function: Provides for and facilitates a safe and productive work environment.
Conducts safety inspections; monitors for unsafe work practices; ensures compliance with the City's safety policies.
Serves as Safety Coach and on the Department's Safety Committee; leads departmental safety meetings.
Miscellaneous: Provides on-call assistance and fills-in for Fleet Services Technicians as required.
Monitors and ensures on-call vehicles are properly stocked and appropriately available for service.
Receives Motor Pool request and reserves vehicles and dates. Fuels, cleans and performs make ready. Checks out and receives vehicles. Enters and tracks usage through the work order system.
Acts on behalf of the Fleet Services Supervisor or Inventory Control Technician in his/her absence to perform duties related to inventory control, asset management, work orders.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)
MINIMUM REQUIREMENTS
High School Diploma or equivalent is required.
Three to five (3-5) years experience as a service writer or equivalent.
Must possess a valid Class B Driver's License with an acceptable driving record, or achieve within a six (6) month period from date of hire.
PREFERRED QUALIFICATIONS
Working knowledge of TXDOT rules and regulations pertaining to commercial drivers, CDL licenses, medical certifications and record keeping requirements.
Working knowledge of computer systems and Microsoft Office programs including Excel Spreadsheets.
Experience with Tyler-Munis Asset Management System.
Automotive Service Excellence (ASE) Certification for Service Writer is desirable.

Must be able to read/comprehend complex diagrams, charts, vehicle/equipment specifications, technical repair manuals, and various types of fleet documentation.
Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, service providers, contractors, vendors, and suppliers.
Self-Motivated: the ability to plan, implement and complete work with limited supervision.
Time management: the ability to schedule, coordinate and organize work in a timely fashion.
Strong communication skills: the ability to communicate clearly both verbally and in writing.
Strong team player: the ability to communicate with a wide variety of people and establish and maintain effective working relationships.
Ability to perform detail work with a high degree of accuracy.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include occasionally lifting up to 80 pounds occasionally, with assistance. Subject to walking, vision, hearing and talking constantly; standing, sitting, lifting, reaching and foot controls frequently; pushing/pulling, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing and balancing occasionally; carrying rarely.
Working conditions involves exposure to variable and/or extreme weather conditions, heavy equipment, fleet machinery, hazardous chemicals/materials, infectious diseases, cuts, burns, or other physical harm. Utilizes personal protective equipment as required.
